Abstract
It wasn't the first time Mobil Oil Hong Kong had relocated its fuel terminal, lubricating oil blending plant and storage depot installation. That was in the 1960s to make way for the Mei Foo Sun Chuen project. But this change of Tsing Yi Island sites was by far the more difficult, given the complexities of reclamation, site-formation and onshore and off-shore construction elements.
