Abstract
In February 1992, Geoffrey Shaw and Glenn Haley examined the terms and legal elements of infrastructure developments. In the United Kingdom, the Channel Tunnel Rail Link represents the flagship of the U.K. Government's Private Finance initative. In this month's article Robert Phillips (who led the McKenna legal team advising on the project) briefly examines this latest manifestation of BOO (Build Own Operate).
