Abstract
Hong Kong has more than its share of severely-sloping land and consequent land slippage. While the May 1992 landslip in Pokfulam on Hong Kong Island took human lives and threatened property, it was not the first high-profile event of that nature to do either.
That "honour" goes to three prominent slips in the 1970s and 1980s, one on Kotewall Road on Hong Kong Island in 1972 that toppled an apartment tower, killing a number of residents: its scar is still prominent. Nor was the 1992 Pokfulam slip a particularly singular event, since this year's wet weather resulted in about 600 landslips to the end of August.
今年五月八日一場大雨,令碧瑤灣上一幅護土牆崩塌,大量山泥潟下,造成一名工程師和一名外籍小孩喪生,再次引起市民關注斜坡安全。
事實上,今年截至八月,一共發生約六百宗大小山泥傾潟事件。
港府自七六年秀茂坪山泥傾潟慘劇後,已著手勘察斜坡和進行鞏固修補工程。到八四年,土木工程處開展一套有系統的「防止山泥傾潟計劃」,八年來共視察四千三百處斜坡,並完成修葺其中六百個。但本港還有約五千三百處斜坡完全未被勘察,估計仍需十至二十年處理。
土木工程署總工程師鮑威賢最近接受建築承造雜誌訪問時,強調已修葺對市民性命財產威脅最大的斜坡,並有信心已解決主要問題。
