Abstract
It will not escaped the notice of many readers that planning-related issues have moved rapidly towards the top of the political agenda during 1990. Awareness of the importance of planning in the long-term development of Hong Kong has increased significantly. So, too, has awareness of the various interests which planning policies and decisions must attempt to reconcile. In this article, I propose to comment briefly on the issue of "interests" in planning.
