Abstract
When the Hong Kong Institute of Education (HKIEd) moved into its new 12.5-hectare campus on Tai Po's Lo Ping Road in 1997, site restriction prevented the Institute from providing an international-standard sports ground within the main campus site. Taking this into account, the government offered a nearby Pak Shek Kok site for development of a sports centre for use by students at the teacher education institute.
