Abstract
Consolidation in 1986 of the Regional Council and the Regional Services Department brought about the need for a consolidated base from which both could operate and began what, five years later, is the Regional Council Building in Shatin.
Designed by the Architectural Services Department (ASD), the glass-and-concrete tower sits on a 4,000-sq m rectangular site which ASD architect Peter Keeping said, "reflects the true character of the region the Council serve - on one side, a bustling new town; on the other, a tranquil old village nestling against rolling hills."
