Abstract
The Hong Kong SAR government has full control on the leasehold land tenure system that could provide the Government a flexible and expedient tool to combat the long recognised local housing shortage and cost problems. This study attempts to identify which of the development conditions in a government land lease that can be relaxed to help alleviate Hong Kong's housing problems. Seven common development conditions imposing constraints on accommodation space were identified. 6 out of the 7 development conditions were found to have a statistically significant impact on the supply quantity of the local private residential property market, whereas no development condition was found to have a statistically significant impact on the price.
