Abstract
Obtaining approval for building plans, as required under the Buildings Ordinace, can involve applications, re-submissions and further applications. Where an application is not approved by the Buildings Authority, and re-submissions or further applications are required this causes delay and consequently costs the applicant money. Most applicants, whilst not being overly happy about that state of affairs, accept this as part of the approval process. However obtaining approval can go disastrously wrong where the law changes during the period within which the Building Authority is allowed to consider Building Plans submitted to it for approval.
