Abstract
The successful proposal made in September 1987 by the Tate's Cairn Tunnel Co Ltd consortium (Nishimatsu Construction Co Ltd, Trafalgar House PLC (representing Gammon Construction), Jardine Matheson, C Itoh & Co, New World Development Co Ltd and China Resources (Holdings) Co Ltd) gave the group the right to design and construct the tunnel and approach roads and operate the tunnel for 30 years (to 2018). It is Hong Kong's second design-build-operate tunnel development, after the Eastern Harbour Crossing.
The following, which Gammon-Nishimatsu Joint Venture project manager John K Mundy guides us through, details the construction and other procedures of the tunnel portion of the project.
金門——西松合營公司,八六年向政府提交興建大老山隧道的建議,隨即獲積極回應。在八七年五月,政府發出大老山隧道招標文件,吸引六個財團參與競投,最終仍由構思計劃的金門——西松合營公司奪標。
政府在八八年二月,賦予大老山隧道公司(成員包括西松建設株式會社、特拉法加豪斯集團、怡和、伊藤忠商事、新世界發展和華潤集團)建造及經營隧道三十年的專利權(直至二O一八年)。這是繼東區海底隧道後,本港第二條建築/經營/移交承包(專利承包)的隧道。
工程在八八年七月展開,預期三十七個月完成,結果工程人員僅以三十五個月,便建成這條四公里長的雙管隧道。
