Abstract
As private citizens, we depend on Government agencies to enforce environmental regulations in Hong Kong. After all, the best we can really do when faced with belching buses or fuming construction sites is to wrinkle our brows, hold our noses and cross the street. But the EPD (Environmental Protection Department) has a system of local control offices who are rather more adept at dealing with those who foul our air. This article, excerpted from the EPD's Environment Hong Kong 1998, includes Lawrence Wong's contribution on the offices who do the enforcing.
