From the top: views and opinions on the state of the construction industry in the Philippines

Abstract
In connection with this special Philippine Construction Industry feature, Rodante Marcoleta and Dodgie Osabel, our Manila-based correspondents, took time in interviewing and gathering the views of some of the industry's leaders. Marcoleta and Osabel also sought out Ministers Roberto Ongpin and Jose P. Leviste of the Ministry of Trade and Industry and Jesus Hipolito of the Ministry of Public Works and Highways. Minister Ongpin also heads the newly created Construction Industry Authority of the Philippines (CIAP), while Minister Leviste is also the concurrent CIAP Executive Director and chairman of the Philippine Overseas Construction Board. We have focused our queries on the prospects and problems of the industry, and the steps being taken to alleviate the difficulties faced by Filipino contractors. We have also requested our respondents to assess the level of technology and architectural design in the Philippines, as well as the performance of Filipino contractors overseas. The industry has not been spared the effects of worldwide recession and inflation, but prospects ahead seem to be brighter as government analysts point to a general economic recovery before the year's end. In this supplement, we listen to Messrs. Alfredo V. Asuncion, President of the Philippine Constructors' Association, Managing Director and Chief Operating Officer of Hydro Resources; David M. Consunji, President of the 20th IFAWPCA Convention and President of D.M. Consunji, Inc.; Fiorello V.
