Abstract
According to the World Bank, over the past 10 years roads in many Third World countries have been allowed to deteriorate beyond the point where normal maintenance could be effective. Traffic loading has been much heavier than intended and maintenance has been widely neglected. In this article, Tim Sharp analyses the findings of a meeting of highway experts on the role and future of roads in the Asian and Pacific region.
