Abstract
The opening of Frank Gehry's iconic Guggenheim Museum in the once struggling obscure Spanish Basque industrial port city in 1997 officially launched the 'Bilbao Effect'. Its phenomenal financial success has 'triggered a civic pandemic infecting cities with a belief they can resurrect themselves via a single building or artwork … and/or by affiliating themselves with an acknowleged cultural luminary.
