Abstract
Cyberport was always intended to be symbolic of the new Hong Kong. Back in the days of the dotcom boom, it was presented by Government as part of an initiative to promote Hong Kong as a high-technology centre and subsequently stimulated discussion as concrete evidence of a shift away from the colonial policies both of positive non-intervention in the economy and of open tendering.
