Abstract
Hongkong's construction industry is indisputably facing a serious labour shortage. Unlike some commercial crises, it is not simply an economic problem which will be alleviated once an equilibrium between supply and demand is found. The current imbalance has created a situation where employers have no choice but to employ either under-qualified workers or illegal immigrants. David Keen investigates.
