Abstract
Hong Kong's railway development strategy must give consideration to gerneral ease of use and look at cross-border co-ordination with the Mainland, otherwise the opportunity to consolidate the regional importance of the city may be lost. In "Railway Development Strategy 2000", issued by the Transport Bureau on 17 May 2000, the Government unfolds a railway development programme for the next 16 years, including six new railway projects. Generally speaking, this is an exciting and encouraging plan. The railway development strategy will make the rapid and reliable Mass Transport Railway - rather than other public transport services, such as buses - the backbone of Hong Kong's transport system. More importantly, after implementation, the railway network will cover 70% of Hong Kong's territory, providing a more accessible, intergral, convenient and efficient railway system, while creating better traffic conditions, and being more environmentally-friendly as well. However, in our opinion, the strategy shows flaws, which suggests the need for more comprehensive, exhaustive and prudent research and consideration: (1) Questions on the Regional Express Line (REL) (2) We welcome the proposed North Hong Kong Island Line(NIL); but Tamar should replace Hung Hom as the mass transportation centre for the HKSAR (3) Tamar Station will also enhance the railway connection between the airport and the Mainland, thus further consolidating the City's regional position (4) The development of the South Hong Kong Island railway is increasingly urgent (5) Practical regional connections should be built up, and Hong Kong should be made part of the national magnetic levitation railway programme.
