Abstract
In Hong Kong the provisions of the Building Ordinance and Regulations are reflected as physical interpretations of the Code on the external facade of buildings. The Code in Hong Kong concentrates on density, safety, health and environment. As stated by Gordon Siu, the Secretary for Planning, Environment and Lands, "one of the Government's principal policy objectives is to ensure that buildings in Hong Kong are functionally designed, environmentally friendly and safe". These aspects are represented by various Building Regulations or Codes of Practice to affect both internal planning and external expression of buildings. Due to the high price of real estate in Hong Kong, these regulations are issues such as environmental concerns, cultural expression, site context together with other creative and innovative ideas, may become factors of secondary importance.
