Abstract
Site accidents involving cranes, especially truck-mounted models, increased sharply in 1990 compared to 1989, with 318 incidents reported from January to September 1990, more than double the number in the same period in 1989. As well, December 1990 to February 1991 witnessed nine serious crane accidents, three workers were killed.
Is it the machinery or is it, as Thomas Lau (Ajax Pong Group) and Choi Kwai-chuen (Construction Industry Training Authority) maintain, human error? Ajax Pong is exclusive authorised dealer for KATO-brand cranes; Mr Choi is an experienced crane operator and has taught crane operation to over 250 students at CITA over a period of 10 years.
The following was assembled from separate interviews with Messrs Lau and Choi and represents their individual views on the subject.
在九O年,涉及各類型起重機械的意外,大幅增加。勞工署公佈的數字顯示,在九O年頭三季,一共發生三百一十八宗吊機意外,造成八人死亡共,其中以流動起重機——包括液壓伸縮吊臂輪胎起重機和固定吊臂履帶式起重機——的意外最多及最嚴重,一共造成四人死亡。
在去年十二月到今年二月的三個月內,我們從報章報導中亦紀錄到九宗嚴重起重機意外,造成三名工人死亡,多人受傷。
勞工署對此類意外急增亦感到關注,在二月二十五日,勞工署便為起重機械供應商及索具裝配員擧辦了兩個特別座談會,令他們有機會互相討論意外成因及交流經驗。
建築承造雜誌就起重機意外問題,分別訪問了本港起重機械主要供應商(日本加藤牌起重機的港澳代理商)亞積邦集團的董事長劉邦成,及目前正在建造業訓練局教授吊機操作的蔡貴泉。他們兩人對吊機意外的成因及預防方法,各自提出本身的見解。
