Abstract
Nowadays, environmental protection and safety management are the most hot topics in civil construction especially the project which is supervised by Government Sector. Trade Development Council of Hong Kong Government being the client of the project shoulders the responsibility to be a good examplar in minimixing environmental impact and avoiding site accidents. To handle these two issues within the short schedule, would the project be completed on time to witness the June 1997 Hong Kong handover formalities from inside a vast transparent convention hall in the heart of the famous Victoria Harbour?
