Abstract
The sensitive issue of architecture and the disabled was tackled by the recent UIA / ARCASIA Seminar which was hosted in Singapore on 7 September. The one-day programme, which was sponsored by the MTR Corporation, packed in 11 presentations by architects, government officials and NGOs encompassing region-wide experience from eight countries such as Philippines, Indonesia, Hong Kong, Malaysia and Australia. The symposium, which also invited expertise from delegates who are themselves disabled, posed the question of how accessible are our buildings and built environments and focused on the design, education and application of universal barrier-free access. Jointly organised by the UIA and Arcasia in association with the Singapore Institute of Architects (SIA) and the Hong Kong Institute of Architects (HKIA), Syed Zaigham Shafiq Jaffrey (chairman of the Architects Regional Council, Asia in Karachi, Pakistan) argued that if architects and providers are unable to accommodate this principle then "it is we who are handicapped: in our sensitivity, in our design acumen and in our humanity."
