Abstract
The New Territories is fertile ground for Regional Council planners. Outside the old, congested urban areas, leisure and sporting facilities in particular lend themselves to fuller development. New Communities predominantly populated by the young and well-educated have provided the impetus for a rash of conceptually fresh projects, where relatively open spaces give planners scope to reach new, higher standards.
