Abstract
Hong Kong's success with massive infrastructure developments such as the ACP projects is based on intelligent design and skillful implementation. A case in point is the Route 3 expressway which will guide motorists to and from the airport at Chek Lap Kok. As the expressway is a main artery for the region, a highly complex traffic control and surveillance system (TCS) is employed to control the wheeled traffic on Route 3 and the Lantau Fixed Crossing. This important component of the Chek Lap Kok infrastructure is housed within the Northwest Interchange Administration Building (NIAB), designed by Liang Peddle Thorp (LPT).
