Abstract
Proposals for the Port and Airport Development Strategy (PADS) envisage that 40% to 60% of the infrastructure development will be undertaken by the private sector. Within such a complex venture, the employer's project manager will be seen as a bridge between the employer himself and the developers and contracting organisations working within the public and private sectors. According to High-Point Schaer director Gary Penn, it will be a situation in which the project manager, in order to maintain credibility with all the parties involved, will have to use specialised resources and continual diplomacy and maintain quality standards all round within a fast-build programme.
