Abstract
In our last issue, in the first of a three-part series, Wyn Hughes examined the EIA process in Hong Kong and the conditions under which an EIA report was approved or an environmental permit granted in respect of a designated project. In this article he looks at the appeal process under the SAR's EIA Ordinance and the Appeal Board's decisions regarding the Sheung Shui to Lok Ma Chau Spur Line project.
