Abstract
In May 1998, major industry players in Singapore - developers, architects, engineers, consultants, contractors and regulatory bodies - came together to form a committee called Construction 21 (C21) to address the problems in the industry, in particular the low level of productivity. C21 adopted an integrated approach to address issues across the entire construction value chain, from design to construction and to maintenance.
