Abstract
The HKIA has considered the four incidents and the means by which the policies, procedures, practices and institutional structure of the existing housing authorities may be improved to raise the building quality of public housing. Following extensive internal debate, the HKIA responded as follows: (1) Construction regulations (2) Corruption (3) Supervision (4) Project management (5) Management structure (6) Cumbersome administration (7) Inflexibility (8) Insufficient professional policy makers (9) Excessive administration procedures (10) Political disciplinary actions (11) Cost versus quality (12) Two-envelope consultancy tender system (13) Partnering with private sector (14) Partnering with housing authority contractors (15) Design for quality
