Abstract
"I don't know what this city is coming to - the higher the buildings, the lower the morals." That was Noel Coward talking about London some 60 years ago, perhaps leaving it intentionally vague as to whom the moral finger was pointing. The general message might be updated somewhat by a similarly-provocative quote from the American architectural critic Ada Louise Huxtable, to the effect that "the Skyscraper is either Olympian or Orwellian, depending on how you look at it." Whatever the subtle interpretation, the simple message might be aimed almost directly at urban Hong Kong, where the tall building is both an essential component and a major determinant of urban design.
