Abstract
The continuing arguments over how the new airport and other PADS projects are to be financed rumble and rage on. Some viewpoints stem from political condiserations, others reflect the uncertainties of the money markets. All too many statements are made without a real understanding of the underlying problems. Here, Clive Randall, a senior planning consultant with High-Point Rendel Projects, explains one of the most basic factors in the equation that bidders for contracts must consider - and why it sometimes leads tender boards to make seemingly irrational awards.
