World Day of Architecture 1999 Architecture of Care: Policy recommendation

Abstract
In the eyes of the general public, architects in Hong Kong are usually taken as agents of large developers. Few of them can visualise that architecture can be a caring profession. As a matter of fact, seldom do architects have a chance, or find a chance, to present their caring side as ordinary persons. But this time we have made a difference. It has always been the mission of the Community Development Committee of the Institute to connect architects with the general public. This year, we have selected 'Architecture of Care' as the theme of the World Day of Architecture events, following the United Nations declaration of the Year 1999 as the 'Year of the Older Persons'. Co-organised by The Hong Kong Institute of Architects (HKIA) and The Hong Kong Council of Social Service (HKCSS) and, supported by the Department of Architecture, the University of Hong Kong (HKU), Department of Architecture, The Chinese University of Hong Kong (CUHK) and Division of Building Science and Technology, City University of Hong Kong, a series of programmes were held in different public venues in Hong Kong. These activities include a children workshop, services and visits, open forum and a public exhibition. Facing the aging population in Hong Kong, it is high time the Hong Kong Institute of Architects took some proactive moves with HKCSS to look into the pressing issues of planning and architectural design facing the fast growing number of older people and make the following key recommendations: (1) Preamble (2) Location & elderly support policy - planning for integration & sustainability vs relocation (3) Universal design for life span & barrier free as consideration for aging-in-place (4) Design for homes away from homes/space standards (5) Funding & resources allocation (6) Private developments as integrated communities with elderly accomodation (7) Conclusion
