Abstract
The purpose of the Town Planning (Amendment) Bill 1990 and other town planning legislation is to introduce proper planning and land-use management into the rural areas by extending statutory planning jurisdiction to cover the whole of Hong Kong, Secretary for Planning, Environment and Lands Graham Barnes explained to the Legislative Council.
