Abstract
In his October policy address, Chief Executive Tung Chee-hwa announced the suspension of the Sandwich Class Housing Scheme. With quality private sector flats available at more affordable prices, Mr. Tung said the government would continue to offer loans to downpayment and would finish projects that had already commenced. One project sandwiched in the middle is the Housing Society's Ka Wai Man Road development in Kennedy Town.
