Abstract
The recent announcement of the signing of the Airport Memorandum has breathed new life into the labour importation schemes in Hong Kong. Although the schemes, first introduced in 1988 as a means of providing additional labour for select projects and as a way of easing the level of inflation, have met with mixed success, it will now likely be "full speed ahead" with the recent signing.
In this article, J Arthur McInnis, a lecturer at the Faculty of Law of Hong Kong University and consultant with Baker & McKenzie, Solicitors, reviews a new scheme proposed by the Hong Kong Government in relation to the airport project.
