Abstract
As Hong Kong enters the 1990s, urban planners here face perhaps their greatest ever challenge. The enormous infrastructure projects associated with the Port and Airport Development Strategy (PADS) will transform large areas of Hong Kong and will, for the first time, open Lantau Island to major urban development. Metroplan will be setting out a new development strategy for the urban areas.
