Abstract
Part I of the series detailed some of the common practical difficulties and resistance in adopting a participatory approach in planning and design. Part II put forward some observations on how Chinese culture have influenced people's participatory behaviour together with the result of a survey in their perception on the role of public participation.
In this final Part I will present the benefits of public participation and some of the means by which to mobilize people.
