Abstract
More than two years after a private consortium put forward a proposal to develop an elevated light rail system in Kowloon, the scheme remains on the drawing board, awaiting the green light from civil servants still wondering whether to approve, and perhaps take the can for doing so, a scheme with elements opposed by some powerful lobbies.
