Abstract
When the MTR Corporation and a consortium of developers unveiled their grand plan for the giant development above Hong Kong Station back in April 1997, it launched a flurry of controversy regarding the height of the 88 storey 'big finger'. Cesar Pelli's design dilemma was the obstruction of The Peak ridge line when viewed from Tsim Sha Tsui - a planning restriction laid down in triplicate since the birth of Hong Kong' planning regulations. When quizzed by the press at the time Pelli's defence was "New York without the Empire State Building would not be New York today." What got lost amongst all the furore, reports Alice Cheung, was the enormous feat in urban design and infrastructure planning that has been undertaken by Rocco Design Ltd.
