Abstract
Sir Norman Foster, winner of the 1999 Pritzker Prize, the architecture profession's highest honour, has pulled off without doubt, a magnificent and moving performance with the Plenary building in the converted Reichstag. The building's opening on 19 April 1999, marked the German government's move from Bonn to Berlin.
