勞工問題 惹人關注 Labouring under misapprehensions?

Abstract
自從港口及機場發展策略 (PADS) 落實後，香港建造業便成為各方的焦點。可是，人們最關注的，並不是工程上的偉績，或是那些劃時代的建築，而是建造業所面對的勞工短缺問題。事實上，即使明年新機場工程完竣，這個問題也不會消失，因為特首董建華已宣佈每年興建85000個房屋單位，加上多項即將進行的基建改善計劃，勞工短缺的情況確實惹人關心。建造業訓練局行政總監唐一柱先生，向我們暢談他對此問題的見解。
Since the onset of the Port and Airport Development Strategy (PADS), Hong Kong's construction industry has been subject to a good deal of media attention. Unfortunately, not all of this has focused on civil engineering feats or landmark constructions. If the column inches are to be believed, the industry has been experiencing a major labour shortage, and this is not about to disappear with next year's completion of the vast infrastructure program. Chief Executive Tung Chee Hwa is set to announce an annual 85,000 unit-housing initiative and further improvements are planned for local and crossborder infrastructure. Executive director of the Construction Industry Training Authority (CITA) Tong Yat Chu seemed a likely candidate to shed some light on this issue.
