Metro planning & property development in Hong Kong

Abstract
This paper has been submitted for presentation in the Megacities 2000 International Conference in February 2000.
In planning, especially in the metro area, the priority of considerations is often; improvement of space standards, more open spaces, lowering of development densities, etc... Yet, without due consideration to economic viability of redevelopment, the historical evolution of an individual district, legislative constraints to the building bulks, market demands and customers' requirements, ideals would definitely not be properly materialised.
This paper attempts to explore how metro planning affects property development and in turn the opportunity costs and social costs, and how the trade could contribute to metro planning through input and feedback to facilitates its success.
On the subject issue, it is considered that the following major criteria should be (or should have been) addressed and consolidated before planning the Metro Area for the coming decades:-
(1) Acceptable population density & capacity
(2) Space standards (living & open spaces) for metro population
(3) Balance of quality of living & its economic viability
(4) Shaping of our metro area - cityscape design strategy
(5) Flexibility of density control
(6) Infrastructure planning
(7) Redevelopment potential for urban renewal by private real estates developers
(a) 'Swap site'
(b) 'Mixed development'
(c) 'Urban regeneration proposals'
(8) Modification or overhauling of existing building (planning) regulations to facilitate contemporary architectural & environmental demands
(9) Developers' involvement in metro planning & urban design
