The value management job plan is better than ISO 9000 for assessing value management programmes (1)

Abstract
A model for assessing the quality and effectiveness of Value Management programmes (VM), based on the VM job plan, would be better than the popular ISO 9000 quality management systems model. Only six of the twenty clauses used by the ISO 9000 model directly relate to Value Management; which throws serious doubts on the suitability of the ISO model for assessing VM. Alternative models have been devised such as the Higher Education & Funding Council of English (HEFCE) teaching quality assessment model which avoids any reference to ISO 9000. This unique teaching quality model has proved to be much better for assessing Higher Education than the ISO 9000 model which was originally designed to assess hardware manufacturing organisations. The tried and proven VM Job Plan with a few additions is ideal for assessing the quality and effectiveness of VM programmes. This paper discusses such a model.
