Abstract
Contracting is all about taking risks. An example of one such risk can be found in the strategy adopted by many contractors in pricing the bills of quantities. It is not unusual for contractors to 'load' certain rates in anticipation of their being an increase in the quantity of the items to which they relate (for re-measurable contracts), or where there is a strong chance of variations being instructed which would involve the application of those rates.
