從建築署的經驗談香港城市環境與景觀 The Cityscape and Environment of Hong Kong: Through the practice in Architectural Services Department

Abstract
建築署負起設計建造香港主要的公共建築和設施的任務。這些建築和設施,直接影嚮著城市的環境和景觀。雖然建築署的組合,已包括了大多數的建設專業; 但仍然有其局限性。例如在城市的規劃,以至到土地用途和分配上,都是站在一個較被動的位置。本文嘗試從筆者作為一個在建築署工作的園境師的經驗,回顧香港城市環境和景觀的發展,並展望如何透過分工,加強合作與協調,以回應市民對生活環境素質的訴求。
The duty of Architectural Services Department (Arch SD) is to design, build and maintain the major public buildings and facilities in Hong Kong. These buildings and facilities have great impact toward the cityscape and environment. Although the organization of Arch SD includes the major expertise of the building trade, it has its shortcomings. Taking city planning as an example, the planning, land use and land allocation are predetermined, and Arch SD can only play a passive role. This article would review the development of cityscape and environment of Hong Kong, through the eyes of a Government's landscape architect. It is proven that through earlier involvement of landscape arcitects, a more accurate way of division of labour and co-operation of different disciplines, the demand of a better qualiy environment of the citizen can be fulfilled.
