Abstract
(1) Introduction
Recently, Mr Henry Tang, Chairman of the Construction Industry Review Committee, has announced the proposed measures to 'improve the efficiency and cost effectiveness of local construction in terms of quality, customer satisfaction, timeliness in delivery and value for money'. The Housing Department also implemented partnering with contractors in selected projects as pilot scheme for quality housing. It seems that partnering and risk sharing with contractor has become a hot issue in the construction industry.
