Abstract
In effect, this story's just begun. It's one that will quite literally alter the face of Hong Kong forever. It is unclear whether the people who matter (the citizens of this city) fully appreciate the importance of the competition, the site, or the results, let alone of what comes next. And they may not care overly. After all, the level of civic participation in Hong Kong is among the lowest on the planet. But this time they should sit up and take notice; West Kowloon is nothing less than the single most important undeveloped public site in the city…
