Abstract
Since its publication in 1987, ISO 9000 has been quickly adopted by many countries and international organisations as the basis for quality management and evaluation. Recently, the Hong Kong Government announced that only ISO 9000 certified companies will be eligible for tendering Government projects after 1 April 1993. The term "quality" is not new to manufacturers and service organisations. Indeed, there are many other quality systems worldwide. If ISO 9000 is just another quality programme, what's the big deal?
