Abstract
The Land Development Corporation (LDC) started life in 1985 as the phoenix of modern urban planning, destined to rise above the ashes of Hong Kong's slums. It didn't take long for its unofficial moniker to be changed from "Let's Develop with Care" to the "Lame Duck Corporation." While some developers are losing faith, positive changes are on the horizon.
